Public comments sought on Houser Street Lift Station, lease of airport property

The Muscatine City Council will conduct two public hearings Thursday seeking public comment on the Houser Street Lift Station Improvement Project and a lease of a portion of the Muscatine Municipal Airport property for a solar generating facility.

The public is welcomed, and encouraged, to attend when the Council meets at 6 p.m. Thursday in the City Council Chambers on the second flood of Muscatine City Hall.  The meeting is open to all individuals regardless of language spoken or disability. Any person requiring a reasonable accommodation to participate should contact the City Clerk’s office at 563-264-1550 by 12 p.m. the day of the meeting.

The Houser Lift Station Project will upsize the pumps, replace the aging e3lecr4ical system, and install a generator capable transfer switch to ensure the station can be operated during a power outage. The project, estimated at $382,000, was approved by the City Council in April 2024. The public hearing will be followed by a resolution approving the plans, specifications, form of contract, cost estimate, and setting a bid opening date for the project.

The second public hearing will be an opportunity for the public to comment on a proposal to lease a portion of the Muscatine Municipal Airport property, located north of the runways, for the development of a solar generating facility. The airport development location is one of several currently being evaluated by Muscatine Power and Water. A resolution for the lease will be brought forward at a later date if the proposed facility is located at the airport.

Also, on the agenda is:

  • Accepting completed work for the Sunset Park Lighting Project;
  • Approval of an agreement with Veenstra & Kimm, Inc., for additional analysis of the Park Avenue West Bridge Replacement Project;
  • Approval of the installation of a stop sign in the northbound lane of Bidwell Road at the intersection with Leroy Street; and,
  • Set a public hearing on December 5, 2024, for amending City Code Title 1, Chapter 10 (City Officers and Employee) to amend the duties and responsibilities of the City Administrator and add sections on positions for Assistant City Administrator, City Clerk, and City Attorney.
