Downtown parking has been the subject of much discussion between staff, Council members, and the community, and that will continue Thursday, June 13, during the In-Depth session of the Muscatine City Council. In-Depth sessions allow staff to present information to the Council on various subjects, and the Council to ask questions of the staff without any action being taken on the subject or public comment.
A discussion regarding a mobile pay parking option for the Downtown Business District will be led by City Administrator Carol Webb. The presentation follows a request by Council at their May 9 In-Depth session for staff to research additional parking technology options. ParkMobile is one of those options that offers mobile payment choices including a smartphone application, pay by web, pay by text, and smartphone wallet options. Staff is looking for feedback on this option and what the next steps should be to adopt new parking technology.
Councilmember Jeff Osborne has requested to present to Council a downtown parking strategy that would modify the placement of 2-hour, 3-4 hour, 10-hour, and leased parking in the downtown district based on the number of turns (the number of times a parking space has a different vehicle on a given day). Osborne is looking for feedback on the use of a turn strategy and the implementation of tool changes discussed in his presentation.
The Council will also hear:
- A presentation on river boat stops in Muscatine during the 2024 cruise season;
- The progress being made following the implementation of the PetData program earlier this year by Animal Control Officer Courtney Patel and Police Captain Jeff Jirak;
- The establishment of Council liaisons to City Boards and Commissions by City Administrator Carol Webb; and,
- An overview of Urban Renewal and Tax Increment Financing by Webb and Finance Director Nancy Lueck.

The Council meeting begins at 6 p.m. and the public is welcomed, and encouraged, to attend the session in person. Muscatine City Council meetings are open to all individuals regardless of language spoken or disability. Several options are available for those who cannot attend in person but would like to watch the proceedings. The City Council meeting will be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2).
The City of Muscatine no longer offers a virtual option for the City Council meetings after consensus by the Muscatine City Council to discontinue the virtual meeting option.
