City offering lots for sale through bid process

MUSCATINE, Iowa – Looking for a lot to build on in Muscatine? The City of Muscatine may just have what you want, but you better hurry as the properties will be awarded to the highest bidder next week.

The City periodically acquires properties through various means and when these properties are no longer required for a public use, the City offers these properties for sale to the public via a sealed bid process. Most of these properties are vacant lots located within the city or are currently vacant after having the structures on the properties demolished and removed.

A listing of the properties currently up for bidding are available on the Community Development page under Parcels For Sale. A legal description of the property and the bidding procedures for each property to be sold at auction are available on the website. All current properties to be sold through a bidding process will be awarded on March 19, 2024.

Conditions that further City goals may be required for the purchase of any single property, and are identified in the request for bid for each individual parcel.

Typically, all improvements to the property (rehabilitation or construction) shall be initiated within 60 days and completed within 180 days of approval of the sale by the Muscatine City Council. New construction should begin within 180 days of approval.

However, depending on the time of purchase and proposed activity these timeframes may be negotiated prior to the closing. An extension of 180 days may be granted if significant progress is made.  Failure to meet the time frame may result in forfeiture of purchase.

New construction and rehab shall be subject to review, approval, and inspection of structure for all required permits and codes.  All adjacent lots shall be combined as required within 30 days of sale with the County Assessor’s Office.

The sale will be conducted via a closed bid auction commencing at 10:00 a.m. on March 19, 2024, in the first-floor conference room in Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa 52761. Oral or written statements in support of, or in opposition to, the proposed sale of each property may be made at the public hearing before the City Council to be held at 6:00 p.m. on April 4, 2024, in the Council Chambers of Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.
