Mayor to set Trick or Treat hours during Thursday’s City Council meeting

The Muscatine City Council will conduct business Thursday, October 5, in familiar surroundings that have a new look and feel. The Council Chambers at Muscatine City Hall recently underwent a transformation as the old chairs and carpet were taken out with new carpet and chairs installed.

The Council meeting begins at 6 p.m. but the public is invited to come early and check out the new look Council Chambers and stay for the proceedings.

The public is welcomed and encouraged to attend the session in person. However, a virtual option is provided for anyone who wants to watch the proceedings but cannot attend the meeting in person. Information on joining the virtual session is listed below.

The City Council session will also be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2).

The first order of business for Muscatine Mayor Brad Bark is the annual proclamation setting Trick or Treat hours within the City of Muscatine. The hours are a slight change from previous years with trick or treating permitted from 6-8 p.m. on Tuesday, October 31. Parents are urged to take proper precautions for their children’s costumes, collected candy and other goodies, and their safety while out in public by walking with their costumed characters.

The Mayor will also read a proclamation establishing Fire Prevention Week for October 8-13, 2023. Muscatine Fire and Police, along with the Muscatine Sheriff’s Department will be hosting a Public Safety Open House from 12-3 p.m. on Sunday, October 8, to kick off the week that has the theme of “Cooking safety starts with YOU! Pay attention to fire prevention”.

The Mayor will also recognize United Nations Day and then introduce Greg Harper for a RAGBRAI recognition.

The regular business meeting will begin with the decision on a dangerous animal appeal presented to the City Council on July 15. That will be followed by the first reading of an amendment to the Code of the City of Muscatine regarding Animal Regulations to align the City code with State code.

Among other items on the October 5 agenda:

  • Setting a public hearing for an ordinance creating a construction appeal and advisory board;
  • Awarding contracts for the demolitions of two structures in Muscatine;
  • Award the contract for the Replacement UV Disinfection System Project;
  • Approve the purchase of a Muscle Wall Flood Control Barrier to extend the protection of Downtown Muscatine during Mississippi River flooding;
  • Approve a professional services agreement for the Muscatine Indoor Sports Complex Project Accessory Building.
