Joyce was born on March 10, 1943, in Burlington, Iowa, the daughter of Harold Dean and Anna Elizabeth (Smith) Sexton. She married Charles Woodson Vesey on February 5, 1966, in Dubuque, Iowa.

Joyce attended The University of Iowa from 1962 through 1965, receiving her BS in Sociology. She worked for the Department of Human Services for Dubuque County from 1965 to 1966 and then for Linn County from 1966 to 1970. Joyce served on many community boards and volunteered at a number of agencies. She was a volunteer at the Voluntary Action Center and Domestic Violence Shelter for 20 plus years. Joyce was twice awarded the Governor’s Volunteer Award.

Joyce enjoyed lunching with friends, key lime pie, the Muscatine “Y”, volunteering in her community, and driving fast in her mint green Thunderbird with the top down and the radio playing Jimmy Buffett. In March she celebrated her 80th birthday with family. Before she left us she said: “I had a good life”.
