Infant formula shortages are not due to tightness in U.S. dairy supplies.

The shortage was caused with Abbott Nutrition, of the largest suppliers of infant formula, recalled some of its products and closed its Michigan plant after reports of a serious bacterial infection. It caused a significant disruption in available supplies.
President Biden has invoked the Defense Production Act (DPA) to require suppliers to direct resources to formula manufactures and launch Operation Fly Formula to speed up the import of specialty formula.
