TPA expiring under Biden

Trade Promotion Authority expired this week as the Biden administration is more focused on enforcing existing deals rather than crafting new ones.

TPA lays out congressional expectations for trade agreements negotiated by the White House and gives Congress an up or down vote on their passage without amendments.

Dairy groups including the National Milk Producers Federation and U.S. Dairy Export Council are calling for TPA renewal to help the U.S. expand trade opportunities.

The White House was supposed to sign an agreement April 1st as part of its reauthorization, but the actual expiration was Thursday.  The 2015 legislation renewal was deeply divided along party lines.

The loss of TPA could come into play if the U.S. completes agreements with the United Kingdom and Kenya without bipartisan support from Congress.
